Friend of mine plan to host a "relationship + psychology" kind of forum.....
(somehow similar to anandtech forum style)

What is the easiest/cheapest/and best place to do that?
 
Find a cheap but reliable webhost and then download some forum software and upload it to your host. phpBB is free. It's very simple to get going.
 
First you will need a domain (www.timekeeper.com something like that). You can register a domain through NameCheap.com or GoDaddy.com. I would go with namecheap since they offer FREE WhoisGuard protection (protecting your details from spammers/stalkers).

Second, what is your budget for web hosting? Can you afford $6.95/mo for a reliable web host? We need to know your budget (monthly or yearly). Obviously you get what you pay for holds true.

If you'd like I can install the forum software for you, for free. It takes about 10 minutes and the software is free.
