As the title states. Also, what software would be required to do so? Would it be the same as converting a ripped DVD mpeg-2 to a mpeg-4 format? If so, what programs as well?
Not to much can support DV yet, but you can get one here that will. The beginings of DV support was added to the lastest VirtualDub, but currently will not work.
