ABIT VA-20 (mATX, socket A) made by ECS?

It's called reference PCB design. Most companies just produce a carbon of the semiconductor who designed it in the first place. It saves financially on R&D and is faster from production, to being first on the market.
 
Not a "reference" design, it's ECS's alright. In fact, Abit have ECS manufacture most of their stuff, and are marketing a handful of ECS designs as their own. So does Shuttle btw.
