I have an old NF7-S Rev 2.0 sitting around and just want to get an extra rig up and running to make use of such a good board. Semprons seem to be cheaper than XP's nowadays and I dont need the meaty power that a Mobile Barton would give me.

Could I just put in a Sempron and it would work? Also, the NF7-S unlocked the multipliers on my 1700+ DLT3C and my old Mobile Barton, would it also unlock a Sempron or are they locked?

It should work fine, as you can see here: Abit BIOS Updates.

Caution: This BIOS version is for NF7 & NF7-S Revision 2.0 only!
For Revision 1.0 ~ 1.2, please click here.
Supports AMD Sempron CPUs.
BIOS compile date: 08/19/2004

I feel like an idiot for forgetting that I could check the ABIT site's bios updates.

I'm pretty sure the multiplier on the Sempron would be locked.

Pity.... they could be pretty nippy.

Whats the minimum pc parts I need to test whether a mobo works or not?

Need to see if this mobo still works and I dont want to risk blowing anything.
