Abit Motherboard - can't boot

I have bought an Abit VI7 motherboard.

Here are my specs:

P4 2.4GHz "C"
1GB (512x2) Corsair PC3200XL
Radeon 9800 Pro
Western Digital WD800 8MB cache Hard Drive
Plextor 712A DVD Drive
OCZ 520W Powerstream PSU

The thing is I can't even boot with this motherboard. I have tried starting up the computer with just the Memory, Video Card, and CPU - but it all useless. I have tested my PSU, RAM, Drive, CPU, and Video card with my other systems and they all work fine. I don't get any error codes, but everything powers up when I hit the power switch.

I am so frustrated, can someone please help me fix this?

Abit has a BIOS update for this, but I can't even update the BIOS because I can't boot:

Try removing your motherboard from your case and placing it on a piece of cardboard. Connect the power supply and video card, double-check your RAM and processor, then try to boot up.
