Abit KT7E Boot Problem

I have an Abit KT7E and an AMD 1.2G CPU and it will not boot from the floppy. I have it selected in the CMOS to boot first from the floppy. My HD has nothing on it yet and my Win 98 CD won't boot either. I checked and rechecked the floppy cable and even tried another floppy drive, same thing. Is there something with this board Im missing?
