I have what the title says. The problem is I cannot read the floppy. If there is a disk in or not, the led is always green. Is this a BIOS issue? I've put a known good floppy in, and nothing.

No, you did. When the floppy drive is on the entire time, that is caused by the floppy cable being plugged in backwards. Check the connection between the cable and the drive.

The best thing to do is try to score a different floppy drive and cable... ?

You never know.. the floppy could be bad.

does it show up in the bios? I just repaired a PC that had a bad cd-rom. the symptoms were drive light stays on(no disk) and no ID in CMOS. Thought you'd like to here something other than that your not bright enough to plug it in correctly;)

yes, it comes up in the bios. Now if I did plug it in incorrectly, which I didn't, there IS only one way to plug in the drive. I tried another floppy, but it didnt work either. I CANNOT reverse the cable. I would have to cut off the little chode that sticks out of the cable. I have also tried another cable, nothing. The floppy drive and the mobo both have the little notch that the chode sticks into.
