Abit KAO7 Won't Boot

😕 I'm stumped.

I'm assembling a new computer around an Abit KAO7 motherboard. When I power up, I don't even get the the floppy search/beep stage. It gets even weirder. If the hard drive is plugged into IDE 1 or 2 it won't even spinn when power is applied. It does when in IDE 3, 4, or not plugged into an IDE plug. I've tested it with several video cards and have 256MB PC133 memory SIMM installed (didn't work/beep without memory installed either.)

If anyone has any ideas or if I can provide more helpful information, please let me know.
