Abit IC7-Max3 +SATA Raptor will not work using Win XP Pro

Well, what problem did you encounter? What are the symptoms? Did you try to load the SATA drivers before connecting the Raptor? Are you attempting to install WinXP on the Raptor without hitting F6 and installing the SATA drivers?

I hit F6 during the XP install to specify drivers for the SATA drive and use the disk that came with the MB (I've even tried downloading the drivers from the Abit website). The XP install goes along fine until it gets to the last stage where it reboots and gets ready to start XP for the first time. XP never starts and my comp just hangs with a blank screen, I've even tried booting in safe mode but it still just hangs during the OS start up.

Hmmm, well you used the right procedure as far as I know. I don't know what's wrong. Sorry. :(

I don´t think that you have any problem with the Raptor or the SATA controler. Have you set your bios config to boot from the SATA controler? if don´t, when you reboot it will try to boot from IDE1 and it will crash.
