ABIT AN8

Was helping a bud put a PC together and we get the following post code error:
03

He's using a 7600GS, Kingston 1gig value select Ram, 3500+ with stock HS/F
80GB WD drive.

We took the MB out of the case and layed it on the anti static bag it came with and got the same error. We reset all the standoffs, but the board back in the case and it booted up once, but he had the drive as slave and not CS. We shut down the PC changed the HDD to CS went to reboot and then got the same error of 03 again. We tried with reseating everything again and trying one thing at a time - memory, vid card, etc. Got 03 each time.
Amoung the pwr leds, etc the only one we had in testing after the first 03 error was just the power switch. We even tried with another PSU and same error. have also clear CMOS too...
The error says intial superio

we can not figure out what that even is/means.

Is it an AN8 or an AN8 32X?
Is it 03 or 0.3.?

What PSU is he using?

AN8 SLI (no 32x)
I believe its just 03 - manual says intial superio

The PSU that came in the Antec Sonta II case

That's not a great PSU, can you try something a bit better?
Is it possible that it's 8.3. (perhaps a faulty LED segment) as that would indicate the PSU too?

Its not 8.3

We did even try with another (older PSU) and same result. PSU may not be the greatest but its decent and voltage is fine from it.
