AAUUUGH!!! What is with TV Tuner image quality?

I've used 2 different TV tuners, an MSI TV@anywhere POS, and now I'm using a ATI TV Wonder VE. I don't get it. Do I need a signal booster on the cable line? Is it just my choice of hardware? What gives? I mean its watchable, but its just real grainy. Anyone have any suggestions?
 
My TV Wonder VE looked fine outputting to my TV... SDTV will almost always look bad on a monitor. It's only 640x480 (and the effective resolution is actually more like ~530x480). Blowing it up to higher resolutions, and/or watching it on a razor-sharp CRT monitor, will make it look like crap.
 
It also depends on your monitor and your video card. My ATI TV wonder on my Samsung DLP HDTV and Geforce 6800 looks fine, excactly the same as my TV's normal reception.
