aahhh whats goin on (internet soo slow)

just tonight, my internet started getting reaally slow (im on cable). im talking about dial-up slow. i took a speed test (at dslreports.com) and got 25kbps down/ -758kbps up (thats right, negative). whats goin on? usually i average 1500-2000 down, 400 up.

If your upload speed is negative, does that mean that you are actually downloading whan you are trying to upload?
