Aaargh! Can't restart in Windows 2000

This just happened after installing the latest VIA 4-in-1 (v4.23) drivers. I know that the system is ready to restart because the power to the keyboard and USB devices have gone off, but it doesn't restart and I have to manually hit the Reset switch. Any suggestions?

(Celeron-533 / Asus P3V4X / CLGB RIVA TNT / SB Live! / Seagate 10.2Gb)

What exactly am I looking for? I've checked my settings and I don't see anything unusual.

BTW Just discovered that it cannot shutdown and power off also, used to be able to do that but now I don't even get an "It is safe to turn off your computer" screen.
