Is this true? Picture quality on a 24'' with less AA will be about the same as on a 27'' with more AA.

The larger the size of each pixel, the more noticeable aliasing will be, assuming of course that you sit the same distance from both screens. Given any two LCD monitors with the same resolution, the larger one will require more anti-aliasing (AA) to make lines (and transparent textures, if TrAA or AAA is enabled) appear smoother. But in practice, the difference may not be noticable.

Everyone has different preferences about AA...

Some people do not enable AA because they say that they do not notice the jagged edges of aliased lines and textures during fast motion anyway. Other people say they cannot live with anything less than 4xAA...or much higher modes possible only with SLI or CrossFire. And then there are those who, like me, prefer minimal AA (in most cases 2x) to minimize the performance impact and yet still eliminate the most noticeable jagged edges.

Are you sensitive to aliasing?

not really, i was just asking to make an opinion on my next monitor purchase...i guess a 24'' will be better in that way since pixels are smaller and therefore not a whole lot of AA is needed and thus performance in increased. thanx.

Picture quality is a totally subjective question, but I find the level of AA makes a bigger difference than just slightly larger pixels. For example, a 27" with 4xAA looks better IMO than a 24" with 2xAA. After 4xAA I don't notice much improvement. If both displays are used without AA, then the 24" might look better if you're sensitive to jaggies, but I'd actually prefer the bigger screen of the 27" monitor even without AA.
