a7v8x memory problems

If anyone can help me I would appreciate it a great deal. Lets start with my system its a xp2200,a7v8x, mobo,512 samsung 3200,radeon9700,120gxp IBM hard drive. I purchased ddr 400 ram hoping to have my machine work at that speed but it's not. I read the only way to get it to that speed is to overclock the fsb is that true? If someone has this board and knows what they are talking bout get back to me thank you. When I use wcpuid it says that my ram is at 266mhz why is that I need help pleaseeeeeeeee!!!
