A7V600 Cold Hard Boot Problems

OK.....I built this computer about 6 months ago and its worked fine until just recently. All of a sudden, it wont boot while its cold, i have to either continuously reboot it for about 10 mins or so, or boot it and let it sit for 10 mins. On the first boot it posts fine and then the SATA bios doesnt detect the hard drives. After several reboots, it detects them, but then it hangs while loading windows. Eventually it does get booted and then it seems to run fine, however when it hits the hard drive for something occasionally it makes a clicking noise and then it will freeze for about 20 seconds before it goes back to normal. It makes these clicking noises when it boots as well and the closer it gets to starting the less frequent the clicks become. I have already tried a different hard drive, so I know that is not the issue. Basically I think I've narrowed it downt to either the mobo or the psu. We did have a power outage several weeks ago, but there were no problems for several weeks so its likely thats not the cause. So my question is....is it the mobo or the psu or is there any way I can fix it without spending money?? Any help is appreciated.
