A7V133 System Won't Power On

I have an Asus A7V133 motherboard with an AMD TBIRD 1.4 GHz processor, 300W power supply, and 512MB PC133 RAM.
I pressed the power switch on the case after I had assembled the system and nothing happened. The PLED on the motherboard came on when I turned the power supply on, but the system does not power on when I press the power button on the case. I verified that I had all the leads inserted correctly into the system panel. I even removed all the leads but the Power Switch lead but the system will not power on. I tried reversing the Power Switch Lead but nothing happens when I press the power switch on the case. None of the fans begin running and I get no beep codes. The system acts dead. I would believe that the motherboard has a short but the PLED lights up and, unless I am mistaken, that means the motherboard is getting power from the power supply.
Any ideas?

Ensure that the proccesor setting is JUMPERFREE (see manual), then you'll control all setting form BIOS.
Extract the memories and put them back on, try with only one stick, and only with the video card no drivers of any kind.
Try with a DURON, if it works, your Athlon is dead. Try the Athlon on another machinne.

Is this a new case you have or is it one you have used before? Is the PSU good? Try using the reset switch in place of the standard POWER button to see if your Power switch is bad. Also, instead of using a switch, you can short the 2 leads that you hook your power switch to with a screwdriver.

And that the JEN jumper is set correctly...(I am assuming that is what White meant)

If all else fails, take mobo out of case and set it on the box it came in (or anything else that won't ground out) and try starting it outside the case. If it fires up, then you have a short of some sort. (touching mobo standoff, Etc..)

Turns out there is a problem with the board. I began removing all the components one by one until only the chip and HSF were on the board. The system would still not power on. I used a multimeter to check the power switch on the case for resistance and it passed. When I checked the system panel power switch lead it wouldn't create a circuit. I have an old Asus TX97-X board that uses the same system panel configuration so I connected the same PS to the TX97-X board and checked the system panel power switch lead for resistance using the multimeter. The PS came on and the board fans began running. I think I have a short in the system panel power switch lead on the Asus A7V133.
I am also going to check the chip in a different board to make certain that the problem is with the board and not the chip.
