a7n8x deluxe won't boot

I was given this motherboard from a coworker, as i built him the pc a year ago and it just recently started acting up. I think he said he tried to install a modem in one of his pci slots and now this problem has occured. as soon as i plug in the motherboard, the green power led and the red agp warning led both come on. even if there isn't a video card in the agp slot or anything, and it won't turn on. the video card that had been in there was an fx5600 that he had for nearly a year with no problems. any suggestions would be greatly appreciated.
 
Have him firmly re-seat the cards, then test with a different video card if possible. 🙂
