It's rated frequency divided by 200. All multipliers below its rated multiplier are unlocked however.

The reason I asked is because I am on my 2nd A64 mobo using an OEM 3200+ cpu; there is a noticeable difference in the cpu speeds.

The first board was a Chaintech SK8T800 and the cpu ran at 1980Mhz at default settings. Now I have the cpu installed in an Abit KV8 Pro and the cpu runs at 1840 with default settings.

EDIT: When I say noticeable I do mean 'visually', as in what you see in 'My Computer' properties

Try CPU-z or WCPUID and see if it's just XP not reporting correctly. If you get similar results I'd try manually setting it up in the bios and see if that straightens it out.
