A64 General Question

What exactly makes the A64 so fast with lower clock speeds? I'm just trying to get a detailed idea of how they work.

It has a higher IPC (instructions per clock) meaning it can get more work done during each clock cycle than a P4 can.

Is this because the length of the pipelines are bigger or smaller? I'm hearing all about the 90nm process which has smaller CPU architecture. Does this mean it has more or less transistors and a smaller or bigger pipeline?
