actually, 2 questions: is a user rating of 1 the best or 10? also, when you go to fusetalk help, it doesnt say how many posts it takes to become an elite member.

10 is the best rating, 1 the lowest.

Elite members are choosen by the moderators. This status has nothing to do with post count, only with the behaviour of that person
