A thought about nuclear weapons

"Terrorist organizations" aside, if a private individual... let's assume he/she is a US citizen, purchaced a black market former soviet nuclear ICBM and assembled a team to keep it properly maintained and ready to launch, yet kept it outside of the United States, how would the fed's react to that?

Would the feds conduct pre-emptive war against individuals with murky (or unknown) agendas?

I just figured before I spent all of my money on nuclear weapons and scientists that I should find out if the US is going to declare war on me 😱

Sorry, but you wouldn't get your hands on a nuke. the ICBM, maybe. The Nuke? not a chance.

Pretty much. Well, they'd just kill all your help, then detonate the nuke from a safe distance with you attached to it.

After that, they'd tell everyone that you failed to maintain it properly causing premature detonation.
