I was looking at the Fry's combo for a xp 1800+ and it shows that its an .13u. What is the big difference between .13u and .18u chip? Is it an overclocking difference? Thanks...

The major difference between .13 and .18 is the amount of transistors per square inch you can fit onto silicon as well as a reduction in the amount of heat dissapated. .13 generally overclocks better than .18 since the electrical signals do not have to travel as far.
