I don't think this is the original version of the joke. I read this one a few years ago but all the occurrences of "blonde" were "rich man." Where did you get this from?
 
Best joke I've heard in a while, better yet since I visiting NYC today. I never noticed there was a 18.5% parking tax until today:Q.
