a slight issue with system preferences

i accidentally moved system preferences to the trash and when i tried to recover it it said that system preferences cannot be opened because it may be damaged or incomplete. my other problem is that i could not locate the recovery disc to restore system preferences. any suggestions?
 
What happens when you click on the Apple logo in the top left corner then hit Sustem preferences

Once its launched right click on the dock icon and hit keep in dock
