It's nearly always struck me more as a dirty old man sound rather than an effeminate one. It's sort of sultry but not the sort of sultry your ears are interested in.

conclusion: French sucks.
it is easy to learn, but impossible to pronounciate. the accent is messed up, and every other letter is silent. woman might as well speak french if they want to (woman are so stubborn) but men should speak a different language.
