A piece of wood that is described as a TWO-BY-FOUR is approximately how wide?

Four inch? cm? cubits? feet? which one??

what happens is the lumber is treated, cut, dried down, etc. and the size is actually 1-1/2 x 3-1/2 inches

In that case it is no longer a 2x4, it's a 1-1/2x3-1/2

Are you guys sure it's only 4 INCHES long? 2 inches by 4 inches is a very small piece of wood.

Standard length, if I remember right, is by multiples of 8 feet. (8, 16, 24)

But you can usually get it cut to whatever length you need.
