I want to know what it means and how it effects performance and which type of parameter is effected?

PCIE slots running at x16.

PCIE slots running at x8.

PCIE slots running at x4.

PCIE slots running at x1.

16x have 16 times the bandwidth from 1x...
it's the amount of "lanes",

keep in mind that PCIE Express V1.0 have basically half the bandwidth per lane compared to V2.0, 3.0 also offers a big jump from 2.0 per lane.
 
16x is not available on anything but GPU's and cache accelerator cards for like 80% of all the people.

even dedicated IO controllers are on 8x
