A Question on power supply

I have an old machine with AMD 800MHz and 384MB RAM.
It's with a 350Watts power supply. Besides the motherboard, ati all-in-wonder 128 pro card, and ultra ata/133 pci adapter card, it's also providing power to three HDs (one 3GB & two 80GB) and two drives (one CDRW & one DVDrom).
It's seems (I don't know if it is or not) too much load for the power supply. But I'm having a hard time when using the CDRW and DVDrom, like not able to detect CD when first putting in. Especially for the DVDrom, I don't ever recall it to be able to detect anything (maybe one or two times).
So I'm just wondering if it's the power supply that affects the performance of the CDRW and DVDrom

That's not too much for a 350. I have an XP2100+ running basically the same system except the video card is a GeForce4 Ti 4200 and I have no problems with my 350.

It's more likely that Autoplay is disabled or that some burning software is interfering with Autoplay. CloneCD, CDRWIN, and Alcohol 120% tend to mess with it a lot. Nero and EasyCD can, too.
