"Mr. President. You've continually stated that you're extremely confident that your warrantless surveillance program is completely legal. But based on the almost unanimous opinions to the contrary by legal experts outside the Administration, it is a very real possibility that the courts may determine that you have exceeded your authority, and that in fact your actions are in violation of federal law. If that occurs, should you and other members of your Administration who have promulgated this program be held accountable and charged with federal crimes?"
