Spring...if you do it now, between the birds, the rodents, and the freeze of new growth, it cannot stand a chance of surviving.On bare ground, put a layer of hay or straw on it to prevent erosion until spring.
It depends on where you live. If you get frost during the winter (which would kill your grass sprouts), I would seed in the spring. If it stays pretty warm (like Miami or something), then go ahead and seed. I guess there aren't the many "landscapers" here @ AT, but I consider myself one
