Here a summary of the article:

"Despite the setbacks al Qaeda has suffered over the last two years, it is far from finished, as its recent bomb attacks testify. How has the group managed to survive an unprecedented American onslaught? By shifting shape and forging new, sometimes improbable, alliances. These tactics have made al Qaeda more dangerous than ever, and Western governments must show similar flexibility in fighting the group."
----------------------

We are in a war on terror at least until the economy won't, without other issues, result in a Bush loss in 2004 and perhaps forever as a part of a perpetual state of fear in which Republicans offer the only 'realistic' hope of salvation. We missed Osama and so maybe we need to excuse our lameness by hyperinflating the perceived threat. Well of course we didn't get Osama because his protean powers morphed him into a camel and he walked to Pakistan where he's employed ad a belly dancer. We are going to have to be terribly shrewd to get him. First we will have to shred the Constitution and cede the US to the Republican owned corporations. We will need a police state because Osmam could be anywhere. He could be your neighbor or mother so get ready to report anybody who even smells. Oh and by the way thanks for my very important high paying job as the bogeyman helper. It cost a ton to go to Harvard and I got a pile of student loans. Are we all thinking fear? Good, Carry on.

Well... I know there is an Agenda. I further know that IF the terrorist issue is in the way of that Agenda the current US administration will find the means to eliminate that portion of the terrorist problem that jeopardizes the continued prosecution of the Agenda. No reasonable group of people expect to achieve completion of extreme and global changes on a time line of fixed intervals. This is a long term and wide reaching philosophy. No one here believes this Administration is proceeding without an Agenda and no one but the big players know what it is.
This Neo-Con philosophy is a fear generator dressed in the cloth of the kindly Professor.. We can't play in this game. All we can do is observe reality and not listen to the spin.... just focus on the bits of actual data... and let that add up.. When some one say's anything it is designed to position the subject in a predetermined light.. or dark... as it is.

I read the article and understand the danger posed by extremists and criminals, problem is, we couldn't just go around bombing cities or countries, aka Afghanistan or Iraq. The prospect of them going underground and becoming leaderless cells posted an even more difficult problem to solve. I believe the only temporary solution we could do right now is tighten security and guard our border. in long term, We should tried to engage some of the more moderate muslims in other countries that share our view of world peace (and not US domination)... of course we should also stop acting like a jerk ourselves...

Hopefully the changes will be swift and sure in Saudia Arabia, which is where so much of this comes from. They have established over 50,000 schools in Pakistan alone to "educate" children along the same lines they do at home....

Having Iraq not be part of OPEC is a major victory in this regard, the price OPEC sets for oil has a bare min. level set by SA that they need to finance their rule (and support of worldwide terror), this can be used to put even more pressure on the royal family to release their power.
