A program to set my network properties to default?

I recently called my Cable company tech support on the grounds that my cable was stalling out frequently (almost every 5 minutes for 2-3 minutes) which got EXTREMELY annoying. The man said I had no problems other than the fact that my cable was tweaked out and that was probably the reason. He suggested a reformat if I were not able to solve my problem so I got to thinking that maybe Anandtech could help me and here I am.

Is there any program that could scan my network settings and see if I tweaked anything out? I don't want to reformat right now but I'll have to if I don't get this ironed out. Thanks.

Download DrTCP:

Run the program, it will show the current settings of TCP/IP parameters. Write them down.

You can change any variable that you want, click Apply, and reboot the computer, if no good; you can always change to your original values.

Start with:

MaxMTU - DSL =1492 Cable = 1500 DialUp = 576

Tcp Receive - 255552 (This is the varaible to play with!)

Window Scaling - Yes

Time Stamping - No

Selective Acks - Yes

Path MTU Discovery - Yes.

Black Hole - NO

Max Duplicate - 2

TTL - 64

Notice it said above Start with

These settings are not written in "stone" there is variability depending on the computer other setting. So try few setting and measure your Download for each setting.

In addition, in case a person has a Router the Router's MTU if set differently can affect the general MTU.

I remember downloading a tweak found on anandtech that let me open up more connections to a server than deemed allowed. I just wanted to see if it sped anything up but I didn't really notice anything. I think that's the reason for all this chaos. Would this program detect how many connections I open to a website? I want to set it to default but the tweak was written into my registry somewhere and now I have no idea how to repair the damage I might have done

That tweak is Internet Explorer only, it shouldn't affect anything other than browsing.
