a problem selling my brother's car

I am selling my brother's car for him since he left the country...

but the problem is: the title is missing!!! I can ask the dmv to mail a new title, but it will take a while, I already have a buyer to buy the car.

DMV has this form called transfer of title, however the form needs to be notarized. This is kinda hard to do because he is far farrr away from the US (southeast asia)


I wonder if the DMV will understand about this??? or if I can go to a notary person and he/she will understand?

I have a signed letter from my brother stating that he authorizes me to sell the car....
