Thats the new motorcycle airbag system they are testing out in that county. You round up some orphan kids, they are laying around all over they place, all useless, stealing shit, so you pay them a dollar a day, slap them on your bike so when you crash youre safe and can walk away, and if you dont crash they make an honest wage for a honest day at work, and crime is cut 90%, and homeless kids by 95%.
