a new paypal acount has been limited, please help

I removed a credit from one of my old paypal account a few days ago, and tried to use on another paypal account I created. When I finished entering the correct information click ok, paypal notified me that the credit card company reported it as lost or stolen. But infact the credit was no more in use anymore, does anyone know how I can contact paypal to notify them that the credit card was infact no more in use? Im living in the same address as credit card?s billing address, so no, it wasn?t stolen. I also have another credit card on this account (paypal notices it as valid card) that paypal wont let me remove. I simply created this account to be a premier account.
