We all know that we never, ever have to reinstall Windows (lol).. It's a very, very good idea to keep data (service packs, some installers, mp3s, pr0n) on a separate drive (or partition) to avoid losing it all when Windows or the C drive takes a dump. Also, a lot of corporate NT installs have a 2GB FAT16 partition as the C drive and the rest of the drive formatted as NTFS on a separate partition. Makes sense there to change the default install for most programs to the D drive.
