Honestly it would be hard for Americans to recommend specific parts since we have no idea what is available to you, and how much local retailers are charging for it.

It might be better for you to pick a couple options, give us the prices, and ask what is better.

What OCguy said.

Also, your current PC is trash for modern gaming. CPU is very low end for gaming and the graphics card isn't really a gaming card at all. Depending on your budget/local prices and availability/gaming needs, I would say you need to build or purchase a new gaming PC.

Can you put an 8-core FX 8320 in there? They are powerful especially overclocked and are inexpensive (at least here in Canada and the U.S.). I'd recommend a Radeon R9 270X for a gaming GPU. If your mobo supports XFire than get 2 of them and your set for a long time and you can even do Bitcoin/Litecoin mining fast. nVidia cards aren't good for this.

Let us know what you decide to do.

You need to provide more information about what other components are in your current build and what games you want to play and at what settings and resolution.

For sure, you need to upgrade the gpu. The 6450 is the lowest of the low for gaming. What card you could upgrade to will depend on your PSU. If you have an off the shelf system with a weak PSU, you are looking at a HD7750, while if the PSU is adequate you could move up to a midrange card. You will still be limited by your cpu, but it might be adequate, depending on what games you play and how demanding you are.

Edit: What I mean is, if you upgraded to a mid-range gpu, you could see if you were satisfied with the system, and if not, then you are looking at a CPU upgrade, and you could transfer the new gpu to that system.
