A horrible amazing story

A guy a work with just got screwed big time by the State of Virginia. He was stationed there about 25 years ago while he was in the navy, plated a car while he was on the base, and then deployed to whatever the war of choice was at the time, Falklands I believe.

Flash forward to today, he tried to renew his Michigan license and gets told there is a Federal hold on his license. Three days of phone calls later he finally finds that after over 10 years of driving in Michigan the State of Virgina put a federal hold for failure to produce his insurance. He was never ticketed, and never got any notice until 25 years later.

Basically the state of Virgina extorted $600 out of him. He was forced to pay since his insurance company at the time only keeps records for 15 years. He talked to lawyers, congressmen etc.

Again he was never ticketed, and had valid insurance 25 years ago, just out of the blue Virginia blocked his license and said "show 25 year old insurance or pay $600"

Isn't there a statute of limitations? Do they have any evidence at all? I think he could get out of this but it would probably require a lawyer and I doubt he'd end up saving any money (probably end up spending more than he saves).
