A few problems with newly built computer.

1. I have the speakers up all the way and the sound is still very quiet. I have some Polk Audio 2 channel speakers that came with my old HP Pavilion.

2. My mouse keeps lagging even when I'm not playing games. It'll move some then kinda mover REALLY slow then sometimes stop for a few seconds then move again.

Click the speaker icon located with your other start-up icons and make sure the volume is up. If that is not it, go into Control Panel and then sound, and make sure it is configured right.

As far as the mouse, I don't know since you don't state if is PS2 or USB
