A Few Easy Random Questions

I have an ATi x800xl and under the tray tools it has my core speed at 398 and my memory speed at 486. It says these are the default speeds but i thought they were 400/500. I know 398/486 is close, but why off?

Secondly, when installing new chipset drivers (like the 6.66 ones from nvidias site) do i have to remove the old ones first? I have heard yes and i have heard no. Is it neccessary?

component manufacturers like to round whenever they do stuff. For example for the gigahertz stuff I can almost guarentee that 1.0Ghz is really 997-999 in reality. They just round the numbers to make it look good ie marketing. The same thing happens with food and gas, why don't they just say 2.00 instead of 1.99? 1.99 looks cheaper.
