What do they need from me I guess is my question? Isn't Skype VOIP? Why can they not use Skype to call our normal numbers?

if they use skype to call a telephone number, there is a charge. it is cheap, but not free.

skype to skype... computer to computer is free.

From reading the website it seems like it can be used for file sharing as well. If I have a Skype number do I have to have file sharing, chatting, etc?

which is a moot point since apparently the customers aren't in the us or canada.. but even if they were they'd have to pay in 2k6 😉

From my limited use of Skype - Each computer running skype needs to login, and you can communicate to each other with the logins. I'm guessing they want you to make skype accounts and send them the account names so they can communicate with you, but i'm not sure.
