I want to take advantage of the dual tuners but I have only one cable coming out of my satellite. Can I use a splitter to make it seem like there are 2 tuners?

You can get a stacker/destacker. Put the stacker up at the dish and the destacker at your receiver, and you get both sets of transponders, for two satellite inputs.
