It is true Iran, before the revolution, had the same printing press America used to print their money. It is also true that a "superbill" counterfeit exists and is printed on the same press. Due to the cost of such a press, and other extremely high costs, it is theorized that a government is behind the counterfeits.

Nobody knows exactly who is producing these extremely high quality counterfeits, but Iran would be a likely suspect.
