A couple small Rust Spots on Hood

I noticed a couple small rust spots on the hood of my vehicle. I don't know how long they have been there (black vehicle)...but how soon should I take care of them. Isn't it just going to get worse and worse? How quickly does this become a major issue and how easy of a fix is it? Just some buffing and some touch up paint?
 
If you're in a dry climate like AZ or NM, then I wouldn't worry too much about it but if you're in an area like near the coast or a place where they salt the roads, then I suggest you get it taken care of by scratching off the rust and then painting over the bare metal.

I'm in St. Louis now (for work). I'll likely be moving to Santa Cruz in the next year...so it should be relatively dry there...but St. Louis is pretty nasty road wise in the winter.
