A CHALLENGE POWER OFF QUESTION

my company's computer is using a motherboard with a PLE133 chipset made by QDI. Yesterday, when someone failed to install Windows XP on this, I was called to solve this problem. I format the whole disk, and install the windows 98 on it. after I finish the installation of windows, I began to install drivers. BUT , JUST AFTER I INSTALL THE VIA 4-IN-1 DRIVERS AND RESTART THE COMPUTER, I CAN NOT START IT FROM THE FLOPPY DISK. THE COMPUTER IS ALWAYS START FROM THE HARD DISK, NO MATTER HOW I CHANGED THE SETUPS IN THE BIOS. AND WHEN WINDOWS 98 STARTS, IT FIRST SHOW THE BLUE SKY AND CLOUDS, AND IMMEDIATELY, SHOW THE RED LINE OF "YOU CAN SHUT OFF THE POWER NOW", AND THE POWER WAS CUT OFF AUTOMATICLLY. I tried to disconnect the hard disk, so I can star the computer by floppy. but failed also. THE DISPLAY SHOWED "NO SYS. DISK". could you tell me how to solve this problem? thanks a lot.
