Question A case big enough to put 6-8 fans (Thermaltake X31 ?)

Hi Guys,

This is my build on PCPartPicker. I live in Hyderabad, India where 40-43 degree Celsius is the usual temperature range. I want to have 6-8 fans inside. Budget is ideally 5-7K. I am building according to these 2 air-pressure guidelines:

basically more air in with dust-filters (and India has extremely dusty environment) and less air out. I checked out Corsair 230T but for ATX motherboards like Tomahawk it has less clearance for top fans (not to mention no dust filters). So far I have selected Thermaltake X31 but it is going beyond my budget. Can you recommend some case with good clearance for and good number of fans for top, bottom and front ? I can buy from these 4 sites:

I have 4 140mm Noctua Chromax (3 front as intake, 1 rear as exhaust), and 3 120mm Noctua Chromax fans (top of case exhausting air out thru 360 radiator) in my Phanteks Evolv X case. I also have an all-EK custom CPU water loop.
 
Price of X470 gaming plus is 14,500/- (Indian Rupees). Now let's look at cases:
  1. S340 Elite (8800/-)
  2. SPEC 02 (7000/-) -- we don't know if it has clearance for top fans for an ATX MOBO
  3. Thermaltake Core X31 (12,000/-)
  4. Silverstone Redline (14,000/-)
  5. Corsair 570X (15,500/-)
  6. Cooler master H500P (13,000/-)

Every good case is so pricey. I thought, let's ditch all of good cases, let's do the hell with dust filters and get one of:
and use rest of 6000-9000 Indian rupees and get 2700X instead. It seems like better use of money to me.

I use a Corsair 750D with six Corsair RGB LL fans. 2 140mm front intake, 1 140mm rear outflow, 3 120mm outflow on the top, as heat rises and gets expelled properly. My apt is extremely hot in the winter months as they pump the heat to the max and my temps are max at 45c running full throttle.
