A billboard for new Hyundai's starting at 6997?

Saw this while I was travelling in El Paso. Been looking at getting a second car and this caught my eye. I came back to where I live and there is no rebates or incentives, and the cheapest I see is a 9999 Accent. Anyone know how they get the price in the billboard?

Hyundai of El Paso website has them for about 10k as well. Anyone on here from El Paso, it's off from I10 around exit 18 i think. If I had known that they were selling for 10k would have recorded the information off from the billboard.
 
These are the lowest end Hyundai Accents they don't even have a radio, cruise control, or even air conditioning.

If you need a dirt cheap car with a good warranty then it's perfect otherwise the Hyundai Elantra GLS is better choice.
 
I never really cared for Hyundai that much, but my exgf had a maxed out Sonata.....nice Shiftronic tranny, leather seats, and a sun roof. I think I miss that car more than I miss her.
