A big dilemma for me

I recently took over the duties of a colleague and i participe in the logistic department activities and I am responsible for the purchase of products and now it comes the dilemma. Because I am a non-technical person, I would like to know the difference between two products bar codes readers (https://www.itdepot.ro/cititoare-coduri-de-bare-228) and a barcodes scanner (https://www.itdepot.ro/scanere-coduri-de-bare-295)? I need help. Thanks.

The basic difference in the two categories appears to be that what you are calling 'readers' are simple devices that likely present themselves as a keyboard to the PC they are attached to. They do one and only one thing - They scan a barcode and input the text result of the scan into the PC.

The second category ('scanners' using your naming) are more complicated devices that are designed to do inventory management functions away from a PC. They have screens, batteries, wireless data connections, and an operating system that would let you do things like scan a barcode and make stock changes (put or pull an item), and probably far more.
