Resolved thanks to bruceb. :p

The testers work fine... I'm an Idiot.

I bought two of these Rexus PST-3 Power Supply Testers.
Both of them report no or lower than minimum voltage on the +12v rail (connected to the MB plug).
The problem is both power supplies tested are known good working units (working as I type).
Anyway, this problem has also been reported in Newegg reviews on the tester.

Long story, short...
1. I need to RMA the testers
2. I don't want to "replace" the testers (dog chasing his tail)
3. I want a refund without getting hit with the 15% restocking fee

Question: Will Newegg simply issue a store credit for the full amount?
I plan on calling, but it's too early right now.

My experiences emailing/chatting with Newegg reps have always had positive results. Clearly I can't speak for Newegg, but I would call or chat and see what they can do for you.

I have a problem with folks making purchases they know they are going to return. Taking advantage of a store like this only raises prices and changes return policies for the worse over time.

I don't think Blain knew he would have a problem with the testers. All of the testers are the same, so if he gets another one back, it'll have the same problems.

What was the second one for?

I don't know. Maybe 1 for home, and 1 for work. I don't think he would have gotten them knowing they wouldn't work for him, just so he could get a Newegg store credit.

Did you follow the "not too clear" instructions ? ?

http://www.rexususa.com/PSU/11903.html

Manual:

1. Plug-in 24pin and plug-in (P4 / P6 or P8) connector into the tester before turn on power.
- 20pin ATX PSU: use P4 connector.
- 24pin ATX PSU: use P6 connector.
- EPS PSU: use P8 connector.
2. Turn on your power supply
3. LCD show each voltage and P.G value on the screen automatic and you can hear 2 beep sounds.
4. ATX power output connector checking one by one.
- If power output is working, the LED will light on
- If power output failed, the LED will not light on.
5. Plug-in (HDD/Floppy) connector and check LED light. (+12V1/+5V).
6. Plug-in SATA connector and check LED light (+12V1/+5V/+3.3V).
7. Remove the connector after your checking.
8. DO NOT plug-in 2 connectors in to the tester at the same time. ( Only 24pin and (P4/P6/P8)
9. Abnormal voltage detected will not display on the screen.
10. No voltage detect, "LL" will display on the screen.
11. Detected Voltage lower than Min. value, "LL" will display on the screen.
12. Detected voltage higher than Max. value, "HH" will display on the screen.
13. When detected voltage is lower than table value (A), will alarm.
14. When detected voltage is higher than table value (B), will alarm.
15. P.G value detected lower 100ms or higher 900ms, P>G value is abnormal and alarm.

When abnormal happened, it will alarm and relative digit blink on the screen.

While I don't really use Newegg often, their returns policy might put
me off buying from them, as they like to charge for misordered items.
They seem ok though with replacement of bad items. Seems their customer
service is top notch at getting issues resolved.

Dear Blain,

We do apologize for any inconvenience. Please go ahead and PM me with that RMA number and I would be more than happy to assist you with that restocking fee :)

All I did was get the instructions from the maker's web site ... Glad to know they are ok and you now know how to use them.
Print a copy of the instructions to keep with them.
